Texas Court Says Eviction Moratorium   
Unconstitutional 
“Although the COVID-19 pandemic per- 
sists, so does the Constitution,” a Texas Fed- 
eral Court said in blocking the Centers for  
Disease Control’s (CDC’s)  moratorium on  
eviction. 
Massachusetts attorney Frank Flynn not- 
ed in a recent message that the judge stopped  
short of ordering a nationwide injunction on
